Skills Assure – Funded By The Queensland Government
The Skills Assure program provides public funding for the delivery of accredited, entry level to advanced
trade training to apprentices and trainees.
The program works in conjunction with the Commonwealth Australian Apprenticeships System, under which
apprentices and trainees (also known in some jurisdictions as “Australian Apprentices”) enter into legally
binding training contracts with their employers and receive structured training to achieve a nationally
recognised qualification.
The Skills Assure program enables apprentices, trainees and their employers to select a preferred Registered
Training Organisation (RTO) from a list of pre-qualified Suppliers for the delivery of accredited training
to meet their specific needs.
Will I need to contribute to the cost of training?
The majority of the costs of the training are covered by the Queensland State Government, however, there is
a State Government mandatory Student Tuition Fee requirement, a Co-Contribution Fee and an Enrolment Fee is
payable by either the employer or the employee. The final amount payable will not be known until after
enrolment when any Credit Transfers or Recognition of Prior Learning (RPL) is completed and the amount of
required Gap Training is identified.
If Gap Training is required, it is charged at $1.60 per nominal hour.

Higher Level Skills Program – Funded By The Queensland Government
The Higher Level Skills program provides a government subsidy to support eligible individuals access subsidised training in selected Certificate IV or above qualifications and priority skill sets. The aim is to assist individuals to gain the higher level skills required to secure employment or career advancement in priority industries or to transition to university to continue their studies. Employers may also be able to access training to address workforce development needs. Outsource Institute has been pre-approved by The Department of Employment, Small Business and Training (DESBT) as a pre-qualified supplier (PQS) to deliver training and assessment services.
How does the program work?
The subsidy is paid directly to the RTO as training is delivered and reported to DESBT.

Am I eligible?
To be eligible to undertake training under Higher Level Skills program, prospective students must meet the following eligibility criteria. You must:
- be aged 15 years or above and no longer at school
- permanently reside in Queensland
- be an Australian Citizen, Australian permanent resident, including humanitarian entrant,
a temporary resident with the necessary visa and work permits on the pathway to
permanent residency, or a New Zealand citizen: and finally
- not hold or be enrolled, in a Certificate IV or higher level qualification, not
including qualifications completed at school and foundation skills.
What training is available?
Subsidies are provided for a select number of Certificate level, Diploma and Advanced Diploma level qualifications, and priority skill sets critical to productivity within the workplace.
